Upper Tanana/Fortymile Fish & Game Advisory Committee Meeting & Elections - May 2nd 2022

The Upper Tanana/Fortymile Fish and Game Advisory Committee will meet and hold elections on Monday, May 2nd, 2022 at 7:00 pm at the Tok Fish & Game Conference Room. This meeting is open to the public and will also be accessible by web/teleconference.

Agenda items will include the following:

  • Elections for 8 expired, expiring, or vacant seats
  • Officer elections for Chair, Vice Chair, and Secretary positions
  • Federal Subsistence Customary & Traditional Use Proposal for Chitina Subsistence Fishing
  • Other fisheries and wildlife business as needed

Election Information
The Upper Tanana/Fortymile Advisory Committee has a total of nine members representing the communities of Tok, Northway, Tetlin, Dot Lake, Tanacross, and Healy Lake. There are three designated seats for Tok, one designated seat for each of the other communities, and one undesignated seat. Eight of these nine seats are currently up for election (all but the seat designated for Healy Lake). Any member who is the sole representative from a community may also appoint an alternate, and the Advisory Committee is allowed to appoint up to two additional alternates. Alternates may be appointed by the committee from the remaining nominees following an election. Currently there are unfilled vacancies for community designated seats from Northway, Dot Lake, and Tanacross, and there are no alternates appointed for Healy Lake, Dot Lake, or Tanacross. 

How long are members' terms?
Advisory Committee members may be elected to serve up to 3-year terms; alternates may be appointed to serve up to 2-year terms. Due to pandemic related delays in elections for Advisory Committees, many currently serving members have terms that expired one or two years ago. In this case, re-elected incumbents may choose to serve terms shorter than 3 years commensurate with the time elapsed since their previous term expired. 

Who is eligible to run for a seat?
Any individual who is representative of the fish and game user groups in the area served by the committee is eligible to run for a seat or be nominated. A person may nominate them self.  An individual need not be present at the election meeting to be nominated or to be elected or appointed to as an alternate. 

Who is eligible to cast nominations or vote in a Fish & Game Advisory Committee election? 
All voting-age residents of the areas served by the committee are eligible to cast nominations and vote, and they must be attending the election meeting. The areas of jurisdiction for the Upper Tanana/Fortymile Advisory Committee identified in 5 AAC 97.005 are GMUs 12 and 20, and the Tanana River area for finfish. 

Do you have to attend the election meeting to be able to vote?
Yes. If you are not attending the election meeting either online or in-person, you are not eligible to cast a vote.

Who is allowed to vote on the officer elections?
Only Advisory Committee Members (and alternates if there are members absent) are eligible to make officer nominations or vote in an officer election. This includes newly elected/re-elected members (and alternates) during an election meeting. The position of Secretary may be filled by an individual who is not a member of the committee; the Secretary is responsible for keeping records (meeting minutes) for the committee. 

Can individual communities hold their own elections for designated seats?
Yes, individual communities may hold local elections for their designated seats. A quorum does not need to be met to cast nominations or elect members to community designated seats, however, public notice must be posted a minimum of 14 days prior to holding any election meeting.

Advisory committees are local groups that meet to discuss fishing and wildlife issues and to provide recommendations to Alaska Board of Fisheries and Alaska Board of Game. All meetings are open to the public. Advisory Committees are intended to provide a local forum on fish and wildlife issues. Their purpose includes: 1) developing regulatory proposals, 2) evaluating regulatory proposals and making recommendations to the appropriate board, 3) providing a local forum for fish and wildlife conservation and use, including matters relating to habitat, 4) advising the appropriate regional council on resources, and 5) consulting with individuals, organizations, and agencies.
