RFP #25241037, City of Whittier Transportation Master Plan

The Department of Transportation and Public Facilities (DOT&PF), in partnership with the City of Whittier (the City), is seeking professional planning services to lead and develop the City of Whittier Transportation Master Plan (TMP). The goal of the TMP is to coordinate with other organizations, including but not limited to; the Alaska Railroad Corporation (ARRC), Chugach Corporation, Tribal Organizations within the surrounding area, Huna Totem, Barge and Tourist Companies, and others focused on transportation planning and project development within or near the City of Whittier. DOT&PF welcomes innovative strategies to help advance and complete an agile planning document that is usable for discretionary grant funding applications and other project development opportunities.

A complete description of services is contained in the RFP Package.  Estimated period for performance of the Agreement is approximately July 2024 through December 2025.  Cost of these professional services is expected to be in the range of $250,000 and $500,000.

The Request for Proposals (RFP) Package will be available MAY 7, 2024, and may be downloaded from our web site at:  https://dot.alaska.gov/procurement/awp/awp-rfp-cal.cfm.  Or the RFP may be obtained in person from the DOT&PF plans room at the Engineering Services Building, Room 3, 2301 Peger Road, Fairbanks, Alaska.  Persons residing outside the City of Fairbanks may obtain an RFP Package through the mail by telephoning (907) 451-2247 or TDD number 711 or 1-800-770-8973. (for Hearing Impaired, requires special equipment).  There is no charge for the RFP package.

FOLLOW INSTRUCTIONS IN THE RFP FOR SUBMITTING PROPOSALS: Proposals must conform to the RFP and be submitted with specified forms.  Submittals must be received at the address indicated on the RFP no later than MAY 29, 2024, 4:00 p.m., prevailing time.

The Northern Region Contracts Section will accept electronic (Zendto) submission of proposals.

  *Received files will be downloaded but not opened until after the submittal deadline passes.

The proposals may still be dropped off at our office.  A locked Drop Box is located at the outside entry of the Tech Services Building #3 (Contracts Building Main Parking Lot West Side Entrance).  Call or Text (907) 799-5632 when you place documents in the Drop Box and we will retrieve and timestamp your documents. 

Individuals with disabilities, including the hearing impaired, who may need auxiliary aids, services, and/or special modifications to submit a proposal should contact the TTY number 711 or 1-800-770-8973, no later than one week prior to the submittal date to make any necessary arrangements.
