Notice of Application for State Air Quality Permit AQ0323TVP05 Naknek Electric Association, Inc, Naknek Power Plant

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Naknek Electric Association, Inc.’s application for Air Quality Control Operating Permit AQ0323TVP05 for the Naknek Power Plant, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Application:  NEA applied for a renewal operating permit on September 6, 2023. This public notice is for the draft operating permit.

Activity: The Naknek Power Plant provides electrical power to residences and businesses in the King Salmon, Naknek, and South Naknek area of the Bristol Bay Borough by operating up to seventeen diesel-fired generator engine sets.

Emissions:  The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 934.89 tons of Nitrogen Oxides, 383.56 tons of Carbon Monoxide, 21.87 tons of Particulate Matter, 126.72 tons of Sulfur Dioxide, 40.36 tons of Volatile Organic Compounds, and 0.74 tons of Hazardous Air Pollutants (HAP), with the highest individual HAP (Benzene) estimated at 0.367 tons.  The potential annual emissions for Greenhouse Gases are estimated at 74,404 tons of carbon dioxide equivalent emissions.  The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 1,507.38 tons.

ADEC Preliminary Review:  Based on review of the application, ADEC drafted a preliminary permit decision for the Naknek Power Plant under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation:  Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
