Notice of Electric Reliability Organization Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that the Railbelt Reliability Council (RRC) filed TE5-9001, seeking approval of an increase to the annual surcharge reflecting an amendment to its 2024 budget, filed with the surcharge.

The annual surcharge funds the RRC’s operations and is calculated by allocating its annual budget to the various member electric utilities based on net energy for load. Each member electric utility may implement a separate charge on its bill to retail customers to collect the surcharge amount. The table below compares the monthly 2024 surcharge proposed with TE5-9001 to the monthly 2024 surcharge approved on an interim basis with Order No. E-23-002(1), issued December 15, 2023.

With Order No. E-23-002(2), the Commission adopted a procedural schedule in anticipation of the RRC submitting TE5-9001. Accordingly, the RRC has requested the Commission suspend TE5-9001 into Docket No. E-23-002. The proposed effective date of the amended surcharge is August 1, 2024.

Finally, the RRC has requested the Commission approve a new budget category from the FERC Centralized Service Uniform System of Accounts for recovery through the surcharge. Specifically, they request approval of account 925 – Injuries and Damages, which includes “[p]remiums payable to insurance companies for protection against claims from injuries and damages by employees or others, such as public liability, property damages, casualty, employee liability, and other similar items.”
