DOT&PF’s Safe Ice Roads for Alaska Program 2023 Call for Projects

This public notice is the formal announcement for a new award cycle of Safe Ice Roads for Alaska Program. 

Alaska’s tribes, cities, boroughs, and local organized governments have the opportunity to nominate ice road projects for funding from the Alaska Department of Transportation & Public Facilities (DOT&PF). The Safe Ice Roads for Alaska program (SIRA) is a competitive funding opportunity administered by the DOT&PF exclusively for the development, maintenance, and operations of seasonal ice roads. The program emphasizes enhancing the safety of ice roads that are developed and maintained by local communities.

Applications are limited to one funding request per community/entity/tribe. The application can be found on the program website or by clicking here.  A paper application can also be found on that site if you are unable to complete the online form. If you need assistance completing this application or have questions, please reach out to your DOT&PF Area Planner.

Criteria

After the October 27, 2023 Call for Projects deadline, projects will be reviewed by DOT&PF Area Planners for eligibility. Those that are eligible for the program will advance to the Project Evaluation Board for a final evaluation and potential project award.

Program criteria are available on the Safe Ice Roads for Alaska program website. The Project Evaluation Board will evaluate and score each project against the following criteria:

  • Safety – Inspections and Activities
  • Economic Benefits
  • Health and Quality of Life
  • Access to Air Service
  • Contributing Factors

Eligible activities include the following:

  • Planning – Route planning, selecting operations level, determining signage requirements, determining equipment requirements
  • Surveying- Manual surveying, Ground Penetrating Radar surveying
  • Route Selection- Route selection, access points
  • Ice Road Establishment- Preparing travel lanes, snow clearing, ice strengthening, surveying
  • Signage- Construction signs, entry signs, regulatory and advisory signs
  • Monitoring- Visual inspection, surveying
  • Maintenance – Repairing cracks, traffic control updating signage
  • Snow Fencing – build temporary snow fencing to prevent snow drifting on the road.
  • Administration- Controlling loads and speeds, safety, training. Not to be confused with administrative type activities.
  • Shutdown- Close ice road to public use

NOTE: The following are examples but not a comprehensive list of ineligible activities under the SIRA program: ground-disturbing maintenance work, work involving the water column, permanent trail markings on land, equipment purchases >$5,000 and undocumented project charges.  

Award Details

The estimated total funding for this award cycle will be $4 million. Applications are limited to one funding request per community/entity/tribe.

All projects require a 9.03% local match. Match can be met by in-kind provisions (time and maintenance work on the ice road).  Cash match is also acceptable.

It is important to note that this an award for funding through reimbursement and not a lump sum payment to complete the project. This means awardees are required to complete and document the maintenance and operations of the ice road and provide all required documentation to DOT&PF to receive an adequate reimbursement for all eligible maintenance and operation activities related to the SIRA program.
