Notice of Construction of the Water Treatment Plant Replacement Project in Tuluksak, Alaska

Notice of Availability of an Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for the construction of the Water Treatment Plant Replacement Project in Tuluksak, Alaska, under management of the Alaska Department of Environmental Conservation, Village Safe Water and the Alaska Native Tribal Health Consortium (ANTHC). The proposed scope of work includes: ·        
 
  • Construct a replacement combined water treatment plant (WTP)/washeteria and water storage tank (WST);     
  • Construct a water transmission line from the existing community drinking water wells to the new WTP;
  • Construct a water main to connect the community buildings and school to the new WTP;
  •  Construct water service lines to the school, community/teen center, clinic, store and construction camp;
  • Construct sewer service lines to connect the same buildings to existing sewer mains;
  • Modify and repair lift stations, manholes, and plumbing inside the existing building as needed;
  • Install new bathroom facilities if required at some of the community buildings;
  • Construct a sewer force main to connect the WTP/washeteria to the existing sewage lagoon force main;
  • Repair and upgrade the sewage lagoon to accommodate the additional wastewater;
  • Install a heat recovery line between the existing power plant and the new WTP; and
  • Repair roads disturbed by construction.

SUMMARY: This notice advises the public an EA and FONSI for the proposed Water Treatment Plant Replacement Project in Tuluksak, Alaska are available for public review. SUPPLEMENTAL INFORMATION: The Alaska Department of Environmental Conservation, Village Safe Water and the Alaska Native Tribal Health Consortium have prepared an EA for the Water Treatment Plant Replacement Project in Tuluksak, Alaska. The proposed action replaces the former, burned water treatment plant/washeteria and provides access to safe drinking water that meets regulatory standards in the community. Based on the EA, the Indian Health Service has determined the proposed action will not have a significant impact on the quality of the human environment.
