Notice of Pipeline Carrier Application and Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on July 1, 2021, Oliktok Pipeline Company (Oliktok) filed an application for approval to temporarily discontinue natural gas liquids (NGL) service on the Oliktok Pipeline. P-21-008 was opened to address the application. Oliktok concurrently filed TL47-334 proposing new rates for the transportation of natural gas and removing its rates for NGL.

Oliktok’s Certificate of Public Convenience and Necessity No. 334 allows Oliktok to transport natural gas and NGLs. Oliktok currently provides NGL transportation service on the Oliktok pipeline. In its application, Oliktok stated that its NGL transportation customers have indicated that they will not need NGL service after August 1, 2021 and request that Oliktok use the pipeline to provide natural gas transportation service. In order to facilitate Oliktok’s conversion of the Oliktok pipeline to natural gas service, Oliktok requests that the Commission approve its discontinuance of NGL service effective August 2, 2021 and grant permanent approval of its proposed rates for natural gas service effective September 1, 2021. If the Commission does not grant permanent approval of the proposed rates by September 1, 2021, Oliktok requests that the rates be approved on a temporary and refundable basis.

Oliktok proposes intrastate natural transportation rates of $0.51 per thousand standard cubic feet for transportation from Skid 50 at the Prudhoe Bay Unit to Central processing Facility No. 1 of the Kuparuk River Unit and $0.38 per thousand standard cubic feet for transportation from Skid 50 to the Milne Point Product Pipeline connection.

No motions for waivers or petitions for confidentiality were filed with Oliktok’s application. The Commission has not assessed the completeness of the application. The Commission may determine whether the application is complete by July 22, 2021.
