Notice of an Application for an Oil Discharge Prevention and Contingency Plan - Shoreside Petroleum, Inc.

An application package for an Oil Discharge Prevention and Contingency Plan, under Alaska Statute 46.04.030 and in accordance with 18 AAC 75, has been received by the Department of Environmental Conservation.  The details are as follow:

Proposed Activity:       Review of a plan renewal application package for an Oil Discharge Prevention and Contingency Plan that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from the operations of Shoreside Petroleum's Seward Bulk Fuel Terminal and Marine Industrial Center.  The Seward Bulk Fuel Terminal and the Seward Marine Industrial Center (SMIC) are marine oil transfer facilities located on Resurrection Bay, approximately 1.5 miles north of the Seward, Alaska city center. The Facility supplies gasoline, diesel fuel, jet fuel, and heating oil to a variety of marine customers and shore-based distributors.  The main Bulk Plant consists of two tank farms, three pumphouses, two marine terminals, two marinas, two tank truck loading racks (TTLR), a vapor combustion unit (VCU), and a railroad car unloading station. There are also two warehouses with office space. Bulk diesel and gasoline is stored in aboveground atmospheric storage tanks. The bulk products are delivered by barge, railroad tank cars, and tank trucks.  There are two marine terminals at the main Bulk Plant: Cruise Ship Dock and Cargo Dock. There are two marinas at the main Bulk Plant: T-Dock and X-Float. The facility also includes a single tank at the SMIC on the east side of the Bay near Fourth of July Creek. The SMIC Tank Yard consists of a single vertical AST, a pumphouse, a TTLR and a pipeline to a series of three marine headers. This tank was installed to fuel vessels at SMIC but is not used often. The SMIC Marina Dock can be used to receive and dispense fuel.

The public comment period for this application begins on June 30, 2021 and ends at 11:59 p.m. on July 29, 2021. Requests for additional information and comments must be received by 11:59 pm on July 29, 2021. It is the responsibility of the commenter to verify that facsimile and email submissions are received by the deadline. An additional comment period may be provided in accordance with 18 AAC 75.455(d).

The department will hold a public hearing on the plan application if it determines that good cause exists.
