Notice of Pipeline Carrier Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that ConocoPhillips Transportation Alaska, Inc. (CPTAI), a Trans-Alaska Pipeline System (TAPS) Carrier, filed TL169-301 requesting the Commission to adopt by reference their Federal Energy Regulatory Commission (FERC) Quality Bank Tariff No. 21.19.0 into its existing state tariff.

One of the components of a federal quality bank tariff concerns the gravity differential used in the calculation of the Quality Bank adjustments for the Valdez Marine Terminal, contained in Item III.E.6 of the FERC Tariff. That section of the tariff requires that the Quality Bank Administrator review the gravity differential in May and November of each year. Item III.E.6 also provides that the gravity differential will be revised whenever the amount of any change in the gravity adjustment is at least five percent greater or less than the adjustment then in effect.

CPTAI states that the gravity differential determined for November 1, 2020, to April 30, 2021, is $0.0288 per barrel for each one-tenth degree API Gravity, which is more than five percent less than the currently effective gravity differential of $0.0356 per barrel for each one-tenth degree API Gravity. With TL169-301, CPTAI proposes a decrease in the gravity differential to $0.0288 per barrel for each one-tenth degree API Gravity. In accordance with Item III.E.6., CPTAI requests a July 1, 2021, effective date for TL169-301.
