Notice of Utility Tariff Filings

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Chugach Electric Association, Inc. (Chugach) filed TA505-8 and TA385-121, proposing to add provisions to its tariffs for Beluga River Unit (BRU) gas in conformance with Ordering Paragraphs Nos. 5 and 18 of Order No. U-18-102(44)/U-19-020(39)/U-19-021(39). In that order, the Commission required Chugach to value BRU gas used to make economy energy sales or natural gas sales to other parties at the greater of Chugach’s opportunity cost or 90 percent of the Cook Inlet Prevailing Value of gas most recently published by the Alaska Department of Revenue, unless the Commission approves another market value proxy. That order also required Chugach to offer ENSTAR Natural Gas Company (ENSTAR) the opportunity to purchase the BRU gas.

With TA505-8 and TA385-121, Chugach proposes to add a provision setting out that the market price of gas used for economy energy sales will be the greater of Chugach’s opportunity cost of gas for meeting firm load requirements, which would be Chugach’s highest priced contracted gas, or 90 percent of the Cook Inlet Prevailing Value of gas most recently published by the Alaska Department of Revenue, unless the Commission approves another market value proxy. Chugach also proposes to add a provision for the limitations on sales that requires Chugach to offer the same BRU gas volumes to ENSTAR prior to using the BRU gas for economy energy sales. Finally, Chugach proposes to maintain records of all estimated gas and file the records with the Commission with each quarterly Cost of Power Adjustment filing.
