Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that ENSTAR Natural Gas Company (ENSTAR) filed TA324-4 seeking Commission approval of a Gas Sale and Purchase Agreement (GSA) between Alaska Pipeline Company (APLC) and Vision Resources, LLC (Vision Resources). APLC is the sister company of ENSTAR and owns the natural gas transmission pipeline that delivers gas to ENSTAR’s service area. Historically, the Commission has regulated ENSTAR and APLC as a single entity.

Under the proposed GSA, Vision Resources will deliver a firm contract quantity of approximately 5.4 Bcf of natural gas from May 11, 2021 to March 31, 2026. The firm Annual Contract Quantity (ACQ) is as follows:

Vision Resources’ firm ACQ equates to approximately three percent of ENSTAR’s gas supply needs in each year of the contract. Gas under the Vision Resources GSA will be delivered at a continuous rate of 3 Mcf per day throughout the contract term.

To allow ENSTAR further flexibility to align its purchases with demand, the GSA provides a mechanism to adjust the firm ACQ. Section 2.2 of the proposed GSA allows ENSTAR to reduce its purchase of gas if ENSTAR experiences a Market Out during the term of the GSA. If the Market Out returns to ENSTAR’s customer base during the term of the GSA, ENSTAR shall notify Vision Resources and Vision Resources will have the option to sell additional volumes to meet the returning demand.

Pricing under the proposed GSA depends on the contract year. The price of gas for the term of the proposed GSA is as follows:
