Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Alaska Electric Light and Power Company (AEL&P) filed TA489-1, proposing to change their rate Schedule No. 46, Dusk to Dawn Lighting, to incorporate rates for Light Emitting Diode (LED) lights. This rate schedule is applicable to outside street and yard lighting for governmental agencies, municipalities, private residences, farms and business for dusk to dawn lighting with lights mounted on wood poles with bracket attachments and connected to overhead secondary circuits. A comparison of the existing and proposed annual rates for LED and non-LED lights is given below.

AEL&P proposes that upon exhaustion of existing inventory of non-LED fixtures and parts, it will no longer provide new or maintain non-LED light fixtures. Customers who request an LED fixture to replace a functional non-LED fixture will be charged a fee equal to the annual rate for the fixture being replaced.

AEL&P also proposes to implement a Dedicated Wood Pole Rate of $216.50 per year in cases where an existing wood pole is not available. This annual fee will be applied to lights installed on wood poles that are requested by customers and do not serve another purpose in the electric system. Currently, a customer may choose to pay upfront for a dedicated wood pole, but that option requires the customer to pay for maintenance and replacement of the pole. The Dedicated Wood Pole Rate would recover the cost of installation and maintenance of the wood pole over the expected life of the pole rather than requiring a customer pay the total upfront costs and maintenance and replacement. When the pole is replaced at the end of life, the monthly billings will continue to recover the costs of the replacement pole.

Additionally, AEL&P proposes several rule changes. AEL&P proposes to add a provision to enable billing of small, unmetered loads that provide a public service under Schedule No. 46. Finally, AEL&P proposes to delete some rules relating to arrangements in City and Borough of Juneau subdivisions and harbors that are no longer applicable.
