Draft Authorization to Discharge Under a General Permit – Public Notice Period:

Permit No and Facility: AKG380014 - Trident Seafoods Sand Point Shore Plant

Proposed Project and Location:
The proposed authorization under general permit AKG380000 Wastewater Discharges from Drinking Water Treatment Plants authorizes the discharge of backwash water from the Trident Seafoods Sand Point Shore Plant to Popof Strait located at Sand Point (55.3368° North latitude, 160.5094° West longitude). Discharge of the backwash water shall occur at an estimated maximum daily discharge rate of 5,600 gallons per day once or twice a week. Acute and chronic mixing zones are proposed for arsenic, copper, manganese, total residual chlorine, and turbidity. The acute mixing zone is defined as 121 feet long by 42 feet wide centered over the diffuser. The chronic mixing zone is defined as 133 feet long by 66 feet wide centered over the diffuser.

Tentative Determination:
DEC has tentatively determined to issue an authorization to discharge under the general permit to the above listed applicant.

 Public Comments:
Written comments on the proposed authorization to discharge under an APDES general permit must be submitted within 30 days of the issuance of this public notice. Please direct written comments to the attention of Marie Klingman at the address or email identified above. All comments should include the name, address, and telephone number of the commenter and a concise statement of comment on the permit condition(s) and the relevant facts upon which the comment is based. Comments of either support or concern which are directed at specific, cited permit requirements are appreciated. Mailed comments must be postmarked on or before the expiration date of the public notice.
