Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Cook Inlet Natural Gas Storage Alaska, LLC (CINGSA) filed TA37-733, proposing a Formula Rate Mechanism (FRM) methodology. CINGSA was required to file a proposed methodology as a new tariff advice filing by Order No. U-18-043(15).

With TA37-733 CINGSA proposes to recover its revenue requirement (RR) for the preceding calendar year through the FRM, and file annual revisions (FRMAR). CINGSA proposes that the RR be calculated using test year operation and maintenance expenses, depreciation and amortization expenses, tax expense (other than income tax), return on investment expense, and income tax expense. The RR will be allocated between fixed and variable costs using the same cost classification ratios, approved or accepted in CINGSA’s last general rate case. This will result in the FRMAR rate. The FRMAR rate will apply to all of CINGSA’s rate schedules.

CINGSA proposes that each FRMAR filing will include test year normalized operating revenues and expenses, rate base, weighted cost of capital, normalized test year revenue requirement, and schedules showing the computation of any adjustments. CINGSA states that the FRM is similar to the Simplified Rate Filing methodology used by the electric cooperatives. CINGSA proposes that the FRMAR will be filed by June 15 of each year beginning in 2023.
