Notice of Utility Tariff Filing
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Chugach Electric Association, Inc. (Chugach) filed tariff revision TA481-8, requesting Commission approval of Amendment No. 4 to its 2013 Gas Sale and Purchase Agreement (GSPA) with Hilcorp Alaska, LLC.
The key provisions of the proposed amendment include:
• Extends the term of the GSPA by five years to March 31, 2028.
• Increases current Third Amendment annual gas contract quantities from April 1, 2020 – March 31, 2023 from 5.5 Bcf to 5.8 Bcf.
• Reduces the Third Amendment contract prices for firm gas supplies:
April 1, 2020 – March 31, 2021, from $7.56 to $7.49 per Mcf,
April 1, 2021 – March 31, 2022, from $7.80 to $7.55 per Mcf, and
April 1, 2022 – March 31, 2023, from $7.96 to $7.61 per Mcf.
• Establishes contract prices for gas in April 1, 2023, at $ 7.69 per Mcf. The gas price is then escalated by one percent annually through April 1, 2027, to $8.04 per Mcf.
• Provides gas purchase flexibility from call option provisions that, if executed, extends to additional gas on a daily, monthly, and annual contract quantity basis for April 1, 2020 - March 31, 2028.
