Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Alaska Waste-Juneau, LLC (AWJ) filed TA52-653, a revenue requirement, cost of service, and rate design study based on a 2018 test year. With this filing, AWJ requests permanent rate changes based on the outcome of the included cost of service and rate design study, effective February 28, 2020. AWJ is proposing no interim rate changes. In the event the Commission suspends this filing for further investigation, AWJ requests that the new rates be effective at the conclusion of the rate case. In addition, AWJ proposes the following changes to its tariff:

• Remove President’s Day and the day after Thanksgiving Day as holidays observed by the utility;
• Change the due date for roll cart, commercial, and roll-off service from the invoice date to within fifteen days of the invoice date;
• Reduce the period after a bill when the utility will send written notice of termination of service to a delinquent customer from forty (40) to twenty-five (25) days;
• Reduce the period after mailing the notice of termination when the utility will discontinue service to a delinquent customer from fifteen (15) to ten (10) days;
• Replace the 48-gallon bear cart with a 64-gallon bear cart that is compatible with AWJ’s automated side load truck tippers and meets standards for bear-proof containers;
• Add roll cart delivery/exchange and replacement fees;
• Amend the disposal surcharge methodology to discontinue the use of a balancing account; and
• Reduce the disposal surcharge to $0.00 when the permanent rates are approved.

The effects of the proposed changes to selected rates and fees are shown in the table below:

* The Blue Zone is that area of downtown Juneau that begins at the intersection of Ross Way and Egan Drive and continues southeast to and including Martin Way, bounded by the coastline on the southwest and southern borders and the mountains and Basin Road on the northern and eastern borders. 

AWJ filed a request for waiver of the requirements of 3 AAC 48.275(a)(8), 3 AAC 48.275(a)(9), 3 AAC 48.275(a)(11), 3 AAC 48.275(a)(12), and 3 AAC 48.275(a)(13), requiring pro forma schedules of provision for income taxes, computation of rate base using a 13-month average, cash working capital, computation cost of capital, and a schedule of long-term debt, respectively.
