NOTICE OF PIPELINE APPLICATION

 

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Unocal Pipeline Company (Unocal), BP Pipelines (Alaska) Inc. (BPPA), ConocoPhillips Transportation Alaska, Inc. (CPTAI), and ExxonMobil Pipeline Company (EMPCo) filed a joint application on October 22, 2019, requesting approval for Unocal to transfer to BPPA, CPTAI, and EMPCo, its ownership in the Trans-Alaska Pipeline System (TAPS), consisting of 1.356% of Pipeline Assets and 1.660% of Terminal Tankage. Docket No. P-19-018 was opened to address this matter.

TAPS is an oil pipeline providing common carriage transportation. It is regulated not only by the Commission but by the Federal Energy Regulatory Commission. Unocal has requested the Commission revoke its existing Certificate of Public Convenience and Necessity (CPCN) No. 312. Currently, BPPA operates its share of TAPS under CPCN No. 311, CPTAI operates its share of TAPS under CPCN No. 301, and EMPCo operates its share of TAPS under CPCN No. 304.

In conjunction with the application, BPPA, CPTAI, and EMPCo have each filed a motion for waiver of submittal of audited financial statements under 3 AAC 48.625(a)(7)(D).

The Commission has not assessed the completeness of the application or ruled on the motion for waiver. The Commission will rule on the petition for waiver and determine whether the application is complete by
December 18, 2019.
