NOTICE OF UTILITY APPLICATION

 

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on October 17, 2019, the City of Homer (Homer) filed an application to extend its service area. Homer currently holds Certificate of Public Convenience and Necessity No. 140. Docket No. U-19-092 was opened to address his matter.

Homer proposes expanding its service area to serve approximately 24 three-bedroom rental units on a lot adjacent to, but outside its current service area. There is currently no existing water service to this lot. Homer states, “This amendment will have no impact on the existing subscribers. There is more than enough capacity in the system to absorb the additional use from the expanded service area.”

No motions for waiver or petitions for confidentiality were filed with the application. The Commission has not assessed the completeness of the application. The Commission may determine whether the application is complete by
November 8, 2019.

A person who proposes to file an application to furnish the same, or substantially the same, service or facility to essentially the same service area or route, in whole or in part, thus creating the potential for mutually exclusive applications must file a notice of intent to file a competing application by November 25, 2019. The person must then file the competing application by January 25, 2020. If no notice of intent to file a competing application is filed by November 25, 2019, the Commission will proceed to grant or deny Homer’s application to amend its Certificate in accordance with the applicable provisions of AS 42.05.221 – 42.05.281.

Economic regulation means regulation of matters concerning a utility’s rates and charges, quality of service, management practices and customer complaints. Since Homer is a political subdivision of the state, it is exempt from economic regulation, in accordance with AS 42.05.711(b).
