ADL 415854, GVEA, Modification of Easement, Term and Clearing Stipulations

PROPOSED ACTION:

Golden Valley Electric Association has applied under AS 38.05.850 for modification of a public utility easement, ADL 415854, also known as “the Northern Intertie.” GVEA has requested that the term be modified to perpetual or until no longer in use. They have also requested modification of four stipulations related to vegetation clearing and maintenance access. The modifications would allow winter access via the Rex and Cosna trails; clearing of trees shorter than 10 feet (clearing of larger trees is currently allowed) and removal of brush from within the ROW; and windrowing of cordwood for salvage and hydro-axing of sub 6” diameter trees (rather than leaving felled trees in place with individual agency salvageability determinations). Based on agency (U.S. Fish and Wildlife Service) recommendations, DNR-DMLW is also considering updating three raptor-related wildlife mitigation stipulations to more generally maintain compliance with the Bald and Golden Eagle Protection Act and Endangered Species Act.
