Notice of Proposal to Issue Air Quality Control Minor Permits to Hilcorp Alaska, LLC for the Granite Point Platform and Kuukpik V Drill Rig. Additionally Proposes to Issue a Significant Revision to Operating Permit.

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Minor Permits AQ0066MSS02 and AQ1411MSS02 to Hilcorp Alaska, LLC for the Granite Point Platform. Additionally, ADEC proposes to issue a significant revision to Operating Permit AQ0066TVP03 using the integrated review provision of 18 AAC 50.326(c)(1).

Location:  Latitude:  60° 57’ 30” N; Longitude:  151° 19’ 53” W

Activity: Minor Permits AQ0066MSS02 and AQ1411MSS02 are classified under 18 AAC 50.502(c)(2)(A) and under 18 AAC 50.508(6) respectively. For the operating permit significant revision, only conditions being revised in response to the application and as described in the statement of basis for Operating Permit AQ0066TVP03 Rev 1 are open to public comment.

Emissions:There is no change in PTE for the Kuukpik V Drill Rig stationary source under Minor Permit AQ1411MSS02. Under Minor Permit AQ0066MSS02, the change in potential emissions resulting from replacing the Kuukpik V Drill Rig with the Spartan 151 Drill Rig is -4.6 tpy NOx, -1.2 tpy CO, -0.04 tpy SO2, -0.4 tpy PM/PM10/PM2.5, and -0.2 tpy VOC. The total potential emissions of regulated air contaminants from the Granite Point Platform stationary source is 2,559 tons per year.

 

Department Preliminary Review: Based on review of the application, ADEC has drafted a preliminary permit decisions for the Granite Point Platform.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
