NOTICE OF DEPRECIATION FILING
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on December 31, 2018, Municipality of Anchorage d/b/a Municipal Light & Power (ML&P) filed a depreciation study proposing revised depreciation rates. Docket No. U-18-121 was opened to address this matter.
Depreciation expense is a material cost of business that may be recovered through regulated utility rates. Changes in depreciation expense may lead to changes in the utility rates paid by consumers. No change in consumer rates is proposed by this filing.
The proposed new rates would decrease annual depreciation expense for non-contributed plant by approximately $2.6 million, from $30,082,035 to $27,502,645, and would increase annual depreciation expense for contributed plant by approximately $54,000, from $1,235,427 to $1,289,861. The net effect on electric rates, if based on the first year in which the new depreciation rates would be in effect, would be a decrease of approximately $2.5 million to ML&P’s revenue requirement, which is approximately 1.4 percent of ML&P’s current retail operating revenue.
The Commission may approve, deny, or modify, in whole or in part, the depreciation rates proposed by ML&P. The Commission may set conditions on approval.
