Notice of Application for Water Quality Variance - Discharges to Popof Strait, Trident Seafoods Sand Point Facility

The Alaska Department of Environmental Conservation (DEC) has received Trident Seafoods Sand Point Facility’s complete application for a short-term Water Quality Variance (WQV) for discharges associated with the disposal of seafood waste material to Popof Strait. The proposed discharge includes seafood processing waste deposits removed from approximately 3.5 acres of seafloor adjacent to the Trident Seafoods Sand Point Facility. DEC proposes to issue and has prepared a draft Short-term Water Quality Variance (WQV) for review, under Alaska Administrative Code (AAC) 18 AAC 70.200.

Applicant: Trident Seafoods, 5303 Shilshole Ave NW, Seattle, WA 98107

Location: Seafloor Deposits from Trident Seafoods Sand Point Facility on Sand Point Avenue, Sand Point, AK 99661

Activity: Trident Seafoods is proposing the removal of approximately 30,000 cubic yards of seafood processing waste deposits. Removal is proposed from a 3.5-acre area, near the terminus of Trident Seafoods Sand Point Facility processing Outfall 001, and several other historic outfall terminus locations, transporting and discharging the material in Popof Strait.

Application: June 12, 2018.

DEC Preliminary Review: Based on review of the application, DEC is proposing to issue a Short-term WQV.

Public Comment Period Start Date: June 21 2018

Public Comment Period Expiration Date: July 20, 2018

Opportunity for Public Participation: Persons wishing to comment on the draft short-term water quality variance (WQV) for this activity may do so in writing by 5 p.m., July 20, 2018, the expiration date of the public comment period. Written comments will be included in the record if received by close of the comment period. Consistent with 18 AAC 15.060(b), the Department will hold a public hearing for a short-term variance from Water Quality Standards if it determines good cause exists. In accordance with 18 AAC 15.060(c), a hearing will be held no sooner than 15 days, nor more than 30 days, following publication of the notice of public hearing.

DEC will issue a final decision to issue the WQV after the close of the public comment period.  DEC complies with Title II of the Americans with Disabilities Act of 1990.
