Notice of Proposal to Issue an Air Quality Control Operating Permit Revision to Teck Alaska, Inc. for the Red Dog Mine

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Operating Permit AQ0290TVP02 Revision 2 to Teck Alaska, Inc. (Teck) for the Red Dog Mine, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Applicant:      Teck Alaska, Inc., 3105 Lakeshore Dr., Bldg. A Ste 101, Anchorage, AK 99517

Location:       Latitude: 68o4’N; Longitude: 162o50’W

Activity:         The Red Dog Mine is engaged in zinc and lead mining activities from an open pit mine. Ore containing lead and zinc is milled to produce lead and zinc powder.

Application:  Teck applied for a significant operating permit modification to incorporate Minor Permits AQ0290MSS08 and AQ0290MSS09. Minor Permit AQ0290MSS08 authorizes a portable asphalt plant. Minor Permit AQ0290MSS09 establishes owner requested limits to avoid PSD review for several upgrade projects.

Emissions:     Potential emissions for the stationary source are 3,244.4 tpy NOx, 270.4 tpy CO, 223 tpy PM, 222.9 tpy PM-10/PM-2.5, 271.1 tpy SO2, and 192.1 tpy VOC.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Available Information: Copies of ADEC’s draft operating permit, statement of basis, and administrative record are available at ADEC’s Anchorage office M-F from 8:00 AM to 4:30 PM, 555 Cordova Street, Anchorage, AK 99501, 907.269.7577.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by the close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
