Notice of Proposal to Approve Hilcorp Alaska, LLC's Application for an Air Quality Control Minor Permit for the Milne Point Production Facility

HILCORP ALASKA, LLC
MILNE POINT PRODUCTION FACILITY

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska, LLC’s (Hilcorp’s) application for Air Quality Control Minor Permit AQ0200MSS07 for the Milne Point Production Facility.

Applicant:      Hilcorp Alaska, LLC, 3800 Centerpoint Dr. Suite 1400; Anchorage, AK 99503

Location:       Latitude 70o 27.5’ North; Longitude 149o 26.2’ West

Activity:         Hilcorp requested the minor permit under 18 AAC 50.508(6) in order to revise the terms and conditions of an existing Title I permit (Minor permit AQ0200MSS06).

Emissions:     This project will not affect the oxides of nitrogen (NOx), coarse and fine particulate matter (PM-10 and PM-2.5), and sulfur dioxide (SO2) potential emissions

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received within the timeframe listed below. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
