Notice of Proposal to Issue an Air Quality Control Operating Permit to BP Exploration (Alaska), Inc.'s Flow Station 1

FLOW STATION 1

The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Air Quality Control Operating Permit No. AQ0167TVP02 Revision 2 to the BPXA Flow Station 1, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity:                 Produces crude petroleum and natural gas

Application:          February 28, 2014 and modified April 18, 2017

Emissions:             The annual emissions at the stationary source will not exceed: 74 tons PM, 2,888 tons NOx, 182 tons of SO2, 1,160 tons CO, and 77 tons VOCs.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Flow Station 1.

Available Information: Copies of ADEC’s draft Operating Permit and Statement of Basis are available at ADEC’s Juneau office, 410 Willoughby Avenue, Juneau, AK 99801.  The administrative record for this permit is available for review at ADEC’s Juneau office during normal business hours.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period.  Written comments will be included in the record if received by close of the comment period.  ADEC will consider all comments received and make changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.  ADEC complies with Title II of the Americans with Disabilities Act of 1990.  If you are a person with a disability who may need a special accommodation in order to participate in this public process, please contact Deborah Pock at (907) 269-0291 or TDD Relay Service 1-800-770-8973/TTY or dial 711 within 15 days of publication of this notice to ensure that any necessary accommodations can be provided.
