Notice of Proposal to Approve the City of Dillingham's Application for Air Quality Control Minor Permit for the Dillingham Landfill

DILLINGHAM LANDFILL

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve the City of Dillingham’s application for Air Quality Control Minor Permit AQ1487MSS01 for the Dillingham Landfill.

Applicant:       City of Dillingham, PO Box 889, Dillingham, AK 99576

Location:         Latitude: 59o 5’ 22.23” North; Longitude: 158o 34’ 12.59” West

Activity:           The minor permit is classified under 18 AAC 50.508(5) for owner requested limits to avoid permit classifications under AS 46.14.130 and under 18 AAC 50.502(b)(4) for an incinerator with a rated capacity of 1,000 pounds or more per hour.

Emissions:       New stationary source emissions are 34.0 tpy for NOx, 6.9 tpy for CO, 7.2 tpy for SO2, 2.4 tpy for VOC, 6.0 tpy for PM-2.5, and 6.0 tpy for PM-10.

ADEC Preliminary Review: Based on review of the applications ADEC drafted a preliminary permit decision for the project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
