Notice to Proposal to Issue Air Quality Control Permit to the Anchorage Water & Wastewater Utility, John M. Asplund Water Pollution Control Facility

The ADEC proposes to issue Permit No. AQ245TVP04 to the Anchorage Water & Wastewater Utility (AWWU) John M. Asplund Water Pollution Control Facility, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Application:          April 4, 2016, reopened by Department due to new applicable requirements. 

Emissions:             The potential annual emissions of regulated air pollutants at the source will not exceed: 12 tons PM, 36 tons NOx, 3 tons SO2, 163 tons CO, and 15 tons VOCs.  The total annual emissions of regulated air pollutants is 226 tons.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the AWWU Water Pollution Control Facility.

Available Information: Copies of ADEC’s draft Operating Permit, Statement of Basis, and administrative record are available at 410 Willoughby Avenue, Juneau (907) 465 5124 and 555 Cordova Street, Anchorage, AK (907) 269 7582) during normal business hours.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period.  Written comments will be included in the record if received by close of the comment period.  ADEC will consider all comments received and make any change ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.  ADEC complies with Title II of the Americans with Disabilities Act of 1990.
