Northern Seward Peninsula Fish and Game Advisory Committee Meeting and Elections

The Northern Seward Peninsula Fish and Game Advisory Committee will be holding a public meeting in Deering in the School on Monday, December 19, 2016 at 11:00 am. If you wish to participate in this meeting telephonically you can call 1-800-504-8071 code 442-1717.

Agenda items will include the following items;

Memorandum of Understanding

  1. Proposal 1: Establish a separate amount reasonably necessary for subsistence for the Teshekpuk caribou herd (page 10)
  2. Proposal 2: Modify the hunt structure of the Western Arctic and Teshekpuk caribou herds (page 10)
  3. Proposal 3: Remove the exception to harvest tickets and reports for caribou (page 13)
  4. Proposal 4: Institute no-fly zones for caribou hunting in Units 21D, 22, 23, 24, and 26A (page 13)
  5. Proposal 5: Change “general season” to “subsistence” for Arctic/Western Region black bear hunts having positive customary and traditional use findings (page 14)
  6. Proposal 6: Clarify the resident general and subsistence hunting seasons and the nonresident (page 14)
  7. Proposal 8: Prohibit nonresident hunting of any prey species under intensive management in the Arctic/Western Region until harvest and population objectives are met (page 32)
  8. Proposal 9: Establish a ten percent nonresident sheep permit allocation for the Arctic/Western Region (page 32)
  9. Proposal 10: Establish a ten percent nonresident sheep permit allocation for the Arctic/Western Region (page 33)
  10. Proposal 11: Remove the exception to harvest tickets and reports for sheep (page 34)
  11. Proposal 12: Establish a 10 % nonresident sheep harvest allocation cap and change all nonresident sheep hunts to draw permit hunts in the Arctic/Western Region (page 35)
  12. Proposal 13: Establish a 25% cap on nonresident harvest of Dall sheep and make all general hunts for nonresidents draw hunts in the Arctic/Western Region (page 35)
  13. Proposal 14: Establish a nonresident sheep harvest cap of 12% for the Arctic/Western Region (page 14)
  14. Proposal 15: Restrict the harvest of Dall sheep in the Arctic/Western Region to one every five years (page 37)
  15. Proposal 16: Establish a 90/10 % permit allocation for resident and nonresident drawing permits for sheep, moose, caribou and brown bear (page 37)
  16. Proposal 17: Change the definition of “edible meat” for game birds (page 38)
  17. Proposal 18: Reauthorize brown bear tag fee exemption (page 38)
  18. Proposal 19: Remove bag limit restriction for resident relatives accompanying nonresident second degree of kindred. (page 40)
  19. Proposal 36: Reauthorize the antlerless moose hunting seasons in Unit 23 (page 54)
  20. Proposal 37: Lengthen the nonresident fall hunting season for brown bear in Unit 23 (page 55)
  21. Proposal 38: Lengthen the nonresident fall hunting season for brown bear in Unit 23 (page 56)
  22. Proposal 39: Lengthen the nonresident fall hunting season for brown bear in Unit 23 (page 56)
  23. Proposal 40: Increase the resident bag limit for brown bear in Unit 23 to two bears per regulatory year
  24. Proposal 41: Require a guide-client agreement to apply for a nonresident brown bear drawing permit in Unit 23
  25. Proposal 42: Allow the use of bait for black and brown bear hunting in Unit 23
  26. Proposal 43: Allow the use of snow machines to position and harvest brown bears and furbearers in Unit 23.
  27. Proposal 44: Modify the area of the Noatak Controlled Use Area in Unit 23
  28. Proposal 45: Require big game hunting camps to be three miles apart and near the Noatak Controlled Use Area.

Advisory committees are local groups that meet to discuss fishing and wildlife issues and to provide recommendations to Alaska Board of Fisheries and Alaska Board of Game. All meetings are open to the public. Advisory Committees are intended to provide a local forum on fish and wildlife issues. Their purpose includes: 1) developing regulatory proposals, 2) evaluating regulatory proposals and making recommendations to the appropriate board, 3) providing a local forum for fish and wildlife conservation and use, including matters relating to habitat, 4) advising the appropriate regional council on resources, and 5) consulting with individuals, organizations, and agencies.
