Notice of Proposal to Renew Air Quality Control Operating Permit for Golden Valley Electric Association's Delta Power Plant

The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit No. AQ0880TVP03 to the Delta Power Plant, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity:                The stationary source generates electricity for sale. The Plant operates as an emergency generator. The plant uses a black start diesel engine nominally rated at 500 brake horsepower (bhp) to start an oil-fired John Brown combustion turbine nominally rated at 23.1 megawatts (MW) output.

Application:          The owner submitted a renewal application on June 3, 2016. 

Emissions:             The potential annual emissions of regulated air pollutants at the source are: 5 tons of particulate matter, 249 tons of nitrogen oxides, 72 tons of sulfur dioxide, 2 tons of carbon monoxide, and 0.5 tons of volatile organic compounds.  The total potential emissions of regulated air pollutants, other than greenhouse gases, is 328 tons per year.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Delta Power Plant.

Available Information: Copies of ADEC’s draft Operating Permit and Statement of Basis are available at ADEC’s Anchorage office, 555 Cordova Street, Anchorage, AK 99501, (907) 269-7577.

The administrative record for this permit is available for review at ADEC’s Anchorage office during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period.  Written comments will be included in the record if received by close of the comment period.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.  ADEC complies with Title II of the Americans with Disabilities Act of 1990.
