**This Public Notice has been extended from this date until April 20, 2016 to match an extension for agency review.**
Subject to AS 38.05.850, the Southeast Regional Land Office has received an application for the following:
APPLICANT: Steven Bowhay dba River Recycler System
PROJECT NAME: LAS 28602
GEOGRAPHIC LOCATION: Boca de Quadra Fjord at Kite Island, approximately 38 miles Southeast of Ketchikan.
LEGAL DESCRIPTION: SW ¼ SW ¼, Sec. 23, T. 78 S., R. 97 E., CRM
REQUESTED ACTIVITY: Mr. Bowhay has submitted an application to the Division of Mining Land and Water (DMLW) for a five-year Land Use Permit requesting authorization for seasonal (September 1 through February 28/29) use of up to 144 acres of state tide and submerged lands in Boca de Quadra to anchor an offshore freshwater reservoir with a capacity of up to 6.5 billion gallons of water. Mr. Bowhay intends to collect freshwater for eventual sale to an out-of-state entity.
PROPOSED DATES OF USE: Start: September 1, 2016 End: February 28, 2021
DEADLINE FOR COMMENTS: April 20, 2016
The public is invited to comment on the proposed activity. To ensure consideration, written comments must be received by the Division of Mining, Land and Water at 400 Willoughby Avenue/PO Box 111020, Juneau, AK 99811-1020 on or before 5:00 p.m. on the date noted above. After review and adjudication, we may issue a permit with stipulations for the activity. The activity may be modified during the review and adjudication process.
