Notice of Proposal to Issue an Owner Requested Limit Approval to Young's Fuel Logs and Pellets, LLC for the Tok Pellet Plant

The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit approval (ORL) AQ1443ORL01 to Young’s Fuel Logs and Pellets, LLC (Young’s) for the Tok Pellet Plant under Alaska Statute 46.14 and regulation 18 AAC 50.

Activity:

Construction of a new wood pellet fuel plant. This public notice is for the draft ORL only. The potential to emit(PTE) at the stationary source will not exceed 15 tpy PM-10 and 10 tpy PM-2.5,by limiting the Cyclonic Suspension Burner to less than 3,486 hours per12-month rolling period.

Emissions: 

The PTE of the source will be 14.2 tpy NOx, 17.3 tpy CO, 0.7tpy SO2, 11.0 tpy PM-10, 9.5 tpy PM-2.5 and 6.8 tpy VOC.

ADEC Preliminary Review:

Based on review of the application, ADEC has made a preliminary decision to approve the ORL for the Tok Pellet Plant.

Opportunity for Public Participation:

Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
