Facility Activity: The proposed permit is a reissuance of existing APDES permitAK0000370 – CPD Alaska, Anchorage Bulk Fuel Terminal (Permit). Wastewater discharges tobe authorized in the permit consist of rain and snowmelt water from terminaldrainage areas and groundwater to protect secondary containment liner system duringoccasional high groundwater conditions.

Description of Discharge: Thepermit establishes limits for sheen/residue, pH, oil and grease, total organiccarbon, total aromatic hydrocarbons, and total aqueous hydrocarbons and includesmonitoring of discharge flow volumes. The Permit does notauthorize a mixing zone as the discharge must comply with water qualitycriteria.

Tentative Determination: DEC has tentatively determined to reissuea discharge permit to the above listed applicant.

Public Comments: Writtencomments or requests for a public hearing on the APDES Draft Permit must besubmitted within 30 days of the issuance of this public notice. Please directwritten comments and requests to the attention of DEC Contact Jim Heumann atthe address or email shown on page one. All comments should include the name,address, and telephone number of the commenter and a concise statement ofcomment on the permit condition(s) and the relevant facts upon which thecomment is based. Comments of either support or concern that are directed atspecific, cited permit requirements are appreciated. Mailed comments andrequests must be postmarked on or before the expiration date of thepublic notice.







DEC will consider all comments when making the finaldecision, and will respond to received comments in a Response to Comments documentissued when DEC issues a final permit. The Response to Comments will be madeavailable to the public.

Any interested person may submit a written request for apublic hearing if no hearing has already been scheduled. A request for a publichearing shall state the nature of the issues to be raised, as well as therequester's name, address and telephone number. DEC will hold a public hearingwhenever DEC finds, on the basis of requests, a significant degree of publicinterest in a draft permit. DEC may also hold a public hearing if a hearingmight clarify one or more issues involved in a permit decision or for othergood reason in DEC’s discretion.

DEC will transmit the final permit, fact sheet (amended asappropriate), and Response to Comments to anyone who provided comments duringthe public review period or requested to be notified of DEC final decision.
