Notice of proposal to renew and to issue Air Quality Control Operating Permits to ConocoPhillips Alaska, Inc. at the Alpine Central Processing Facility and to the Doyon-19 Drill Rig Non-TCA Activities portion of the Alpine Central Processing Facility

The Alaska Department of Environmental Conservation (ADEC) proposes to renew an Air Quality Control Operating Permit No. AQ0489TVP02 to the Alpine Central Processing Facility and also to issue an Air Quality Control Operating Permit No. AQ1412TVP01 to the Doyon-19 Drill Rig Non-TCA Activities portion of the Alpine Central Processing Facility Title V source, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Applicant: ConocoPhillips Alaska, Inc. 700 G Street, PO Box 110360 Anchorage, AK 99510

Location: Alpine Oil Field, Colville River Delta 7 miles NE of Nuiqsut. 

Activity: Crude Petroleum and Natural Gas Production

ConocoPhillips Alaska, Inc. (CPAI) applied for the renewal permit fort he Alpine Central Processing Facility on March 21, 2008.

Emissions: The potential annual emissions of regulated air pollutants at the source will not exceed: 57 tons of Particulate Matter, 2,315 tons of Nitrogen Oxides, 179 tons of Sulfur Dioxide, 733 tons of Carbon Monoxide, and 106 tons of Volatile Organic Compounds. The total emissions of regulated air pollutants is 3,390 tons per year.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a renewal permit decision for the Alpine Central Processing Facility.

ConocoPhillips Alaska, Inc. (CPAI) applied for the initial permit on August 29, 2014, which separates out the non-TCA activities involving the Doyon-19 drill rig from the Alpine Central Production Facility Title V source.

Emissions: The potential annual emissions of regulated air pollutants at the source will not exceed: 2.4 tons of Particulate Matter, 19 tons of Nitrogen Oxides, 2.3 tons of Sulfur Dioxide, 37 tons of Carbon Monoxide, and 5.9 tons of Volatile Organic Compounds. The total emissions of regulated air pollutants for the Doyon-19 non-TCA Activities portion of the Alpine CPF Title V source is 66 tons per year.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Alpine Central Processing Facility.

The administrative record for these permits is available for review at ADEC’s Anchorage and Juneau office during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
