The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve BlueCrest Alaska Operating, LLC (BlueCrest)’s application for Air Quality Control Minor Permit AQ1385MSS01 for the Cosmopolitan Project.

Applicant: BlueCrest Alaska Operating, LLC, 3301 C Street, Suite 202, Anchorage, AK 99503

Location: UTM Zone 5; Northing: 6636213; Easting: 567053

Activity: BlueCrest’s application is classified under 18 AAC 50.502(c)(1) for NOx, SO₂, PM-2.5, and PM-10; 18 AAC 50.502(c)(2) for construction of a portable oil and gas operation; and 18 AAC 50.508(5) for establishing owner requested limits.

Emissions: New stationary source emissions are 163 tpy for NO_X, 206 tpy for CO, 27.6 tpy for   PM-2.5, 27.9 tpy for PM-10, 48.8 tpy for SO₂, and 97.5 tpy for VOCs.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
