Notice of proposal to issue an Air Quality Owner Requested Limit approval (ORL) to Hilcorp Alaska, LLC, Northstar Caribou Compressor Facility

The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit approval (ORL) to the Northstar Caribou Crossing Compressor Facility, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Applicant: Hilcorp Alaska, LLC, 3800 Centerpoint Dr., Ste. 1400, Anchorage, AK 99503               

Location: Prudhoe Bay, North Slope, Alaska Northing 7801.314 km, Easting 441.228 km        

Activity:  This permit action establishes CO emission limits to below Title V thresholds. This public notice is for the preliminary ORL only.

Emissions: The potential to emit regulated air pollutants at the stationary source will not exceed 99.9 tons per year of carbon monoxide. This limit will also keep other regulated air pollutants below 100 tons per year. By limiting the emissions, the stationary source avoids the requirement to obtain an air quality control operating permit under AS 46.14.130(b) and 18 AAC 50.326(a).

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary ORL approval for the Northstar Caribou Crossing Compressor Facility.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
