Notice of proposal to issue Owner Requested Limit (ORL) for Air Quality authorization to North Pacific Seafoods, Inc. for the Red Salmon Cannery

The Alaska Department of Environmental Conservation (Department) proposes to issue Owner Requested Limit (ORL) authorization AQ0023ORL03 to North Pacific Seafoods, Inc. for the Red Salmon Cannery stationary source under Alaska Statute 46.14 and regulation 18 AAC 50.

Owner/Operator: North Pacific Seafoods, Inc., 4 Nickerson, Suite 400, Seattle, WA 98109

Stationary Source Location: Naknek, Alaska

Activity: Operating nine diesel-fired engines and two diesel-fired boilers.

Emissions: The potential-to-emit at the stationary source will not exceed 77 tons-per-year (tpy) of oxides of nitrogen and 55 tpy of sulfur dioxide.

Preliminary Review: The Department is making a preliminary decision to approve the owner/operator’s ORL authorization based on its review of their request.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. The Department will consider all comments received and make any changes it finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if the Department finds that good cause exists. The Department will issue a final decision to issue or deny the ORL authorization after the close of the public comment period. The Department complies with Title II of the Americans with Disabilities Act of1990.
