Notice of proposal to issue a Solid Waste Disposal Permit to the Native Village of Northway to operate a Class III Municipal Solid Waste Landfill

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Solid Waste Disposal Permit No. SW3A145-20, to the Native Village of Northway, to operate a Class III Municipal Solid Waste Landfill.

 

APPLICANT INFORMATION:

Location:  The Northway Village and the City of Northway are located on the east bank of the Nabesna River, approximately 44 highway miles southeast of Tok. The legal description of the landfill is: Section 26, Township 16 North, Range 15 East, Copper River Meridian.  The landfill is operated by the Northway Village Council on property owned by Northway Natives Incorporated.

PROJECT DESCRIPTION: This public notice is for an existing landfill that has been operated under an expired permit since 1986. The landfill serves the 229 residents of Northway.  It is estimated that the community will produce 313 tons of solid waste per year. The 2-acre trench and fill site is fenced with a locking gate and includes a solid waste disposal trench, aluminum can recycling area, and 2 engineered burn units. The current practice at the landfill has users assist to sort out nonburnable waste and the landfill operator will light the burn units. A local company is hired to compact the waste and add cover material as needed.

OPPORTUNITY FOR PUBLIC PARTICIPATION: ADEC is seeking comment regarding the proposed project only.  Notice is given that any person interested may present written comments relevant to the proposed Permit to ADEC.  Written comments will be included in the record if received before 5:00 p.m. on March 5, 2015.  Submit written comments regarding the project to Sarah Durand, ADEC Division of Environmental Health, Solid Waste Program, 610 University Avenue, Fairbanks, Alaska 99709, Fax: (907) 451-2761, email sarah.durand@alaska.gov.
