The Department of Health and Social Services (DHSS) has received an application for a certificate of need for the health care facility project described below.
Project/Activity: Establishment of Two Freestanding Emergency Departments. Alaska Regional Hospital proposes to simultaneously build and operate two freestanding emergency departments (FSEDs) within the Municipality of Anchorage; one in Eagle River and one in South Anchorage. Each facility will be built with eight (8) treatment rooms and will contain 10,700 SF. The applicant proposes initially operationalizing five rooms in the Eagle River facility and six rooms in the South Anchorage facility until demand warrants additional capacity. Each FSED will be new construction and consist of a ground up, single story building. Each FSED will be self-contained, and will include capability for isolation, OB/GYN, secure holding, trauma room and pediatrics in addition to general ED services. Each FSED will include the diagnostic equipment (including lab, general radiology, ultrasound and CT Scanning), infrastructure and staffing to support operations 24 hours a day, 7 days a week. The FSED’s will operate with the same policies, procedures, oversight and governance as does Alaska Regional’s main hospital ED. Total project cost is $29,394,478. The estimate project completion date for both FSEDs is spring 2016.

In accordance with 7 AAC 07.042, notice is hereby given that any person planning to submit a certificate of need application for similar activity in the same proposed service area must submit a letter of intent to the department no later than 4:30 PM, Monday, January 26, 2015 so that the department may prepare to conduct a concurrent review of all applications.
The letter of intent must include the following; and must be submitted to contact listed below:
- A clear, complete, and current description of the proposed activity, including a description of each component of the activity proposed to be undertaken;
2. An estimate of the total cost of the project; and
3. An estimated starting date and completion date for the proposed activity.

To be reviewed concurrently, an application for a certificate of need for a similar service must be submitted within 60 days after the initial application for a service is declared complete. As soon as the initial application is declared complete, public notice will be issued and will include information on opportunities for public comment and the location where a copy of each certificate of need application may be reviewed.
