The Alaska Department of Environmental Conservation (ADEC)proposes to issue Air Quality Control Operating Permit No. AQ0353TVP01 and AirQuality Control Minor Permit No. AQ0353MSS03 to the Kaktovik Power Plant, underAlaska Statutes 46.14 and regulation 18 AAC 50.

Activity: The Kaktovik Power Plant is located on Barter Island, onthe coast of the Beaufort Sea, about 110 miles from Prudhoe Bay. The significantemission units at the stationary source consist of four diesel-fired engines.
Application: As required by 18 AAC 50, NorthSlope Borough applied for an operating permit for the Kaktovik Power Plant. NorthSlope Borough submitted the application on July 11, 2014.
North SlopeBorough also applied for the minor permit on February 5, 2014. The minor permitapplication is classified under 18 AAC 50.508(5) for establishing ownerrequested limits (ORLs) to avoid one or more permit classifications under AS46.14.130 at a stationary source that will remain subject to at least onepermit classification and under 18 AAC 50.502(c)(3) due to an increase in NOXpotential to emit (PTE) greater than 10 tons per year.
Emissions: The potential annual emissions of regulated aircontaminants at the facility are: 2 tons of particulate matter (PM-10), 122 tonsof nitrogen oxides (NOX), 15 tons of sulfur dioxide (SO2),25 tons of carbon monoxide (CO), and 3.3 tons of volatile organic compounds(VOC). The total potential emissions of regulated air contaminants is 167 tonsper year.
Department Preliminary Review: Based on review of the applications,ADEC has drafted preliminary permit decisions for the Kaktovik Power Plant.

Opportunity for Public Participation: Notice isalso given that any interested person may present written statements relevantto the draft documents by the close of the public comment period. Written commentswill be included in the record if received by close of the comment period. ADECwill consider all comments received and make any changes ADEC finds beneficialor necessary to assure compliance with 18 AAC 50 or State Law. Any person mayrequest a public hearing and that hearing will be held if ADEC finds that goodcause exists.
