NOTICE OF COMPLETE APPLICATION FOR A CERTIFICATE OF NEED
THE DEPARTMENT OF HEALTH AND SOCIAL SERVICES

The Department of Health and Social Services (DHSS) has received an application for a certificate of need for the health care facility project described below.

Project/Activity: Emergency Department Expansion.  Providence Alaska Medical Center (PAMC) proposes to repurpose existing clinical and non-clinical space within PAMC’s Emergency Department to build 14 additional emergency treatment rooms, including a 10-room pediatric emergency treatment area.  The proposed Emergency Department expansion also includes adding two nurse stations and other support areas as needed.  After the expansion, the total square footage of the PAMC’s emergency department will be 24,279 SF (this is an increase of 2,728 SF from the current square footage of 21,551).  Total project cost is $12,853,311. The estimate project completion date is December 31, 2017.

Project/Activity Service Area: Municipality of Anchorage; with patients potentially served from Southcentral, Interior, Northern, Southeast and Southwest Alaska; as well as the Lower 48.

The application is declared complete and in accordance with AS 18.07, a staff analysis of the application and recommendation must be submitted to the Commissioner by January 11, 2015, unless additional time, not to exceed 30 days, is granted by the Commissioner. A decision by the Commissioner must be made within 45 days of receipt of the staff recommendation unless additional public notice is given that more time is required for the Commissioner to make a decision.

Comments must be received no later than 4:30 PM, December 12, 2014. Written comments received are public records and are subject to public inspection.

PUBLIC MEETING

Oral or written comments may also be submitted at a public meeting to be held on Wednesday, December 17, 2014 at the Frontier Building, Conference Room 890, 3601 C Street, Anchorage, Alaska, 99503.

The meeting will be from 4:00 PM to 5:30 PM and might be extended to accommodate those present before 5:30PM who did not have an opportunity to comment. This public meeting may by conducted by teleconference if necessary.
