Applicant: Kodiak Island Borough, Landfill Leachate Treatment Facility, 1203 Monashka Bay Road,Kodiak, AK 99615

 

Proposed Project and Location:

The Kodiak Island Borough (KIB) owns and operatesa municipal landfill located northwest of the city of Kodiak, Alaska. The KIB is expanding the landfill site laterallyto the northeast in planning for an additional 40 years of use and growth. Thelateral expansion includes installation of a liner in the expanded cells, aleachate collection system, and construction of the leachate treatmentfacility. Construction of the leachate treatment facility is expected to becompleted in 2015. Leachate is liquid (rain or snow melt) that has passedthrough or emerged from solid waste and contains soluble, suspended, ormiscible materials removed from the solid waste.

The landfill will discharge no more than 288,000gallons per day of treated landfill leachate from active lined and inactiveunlined landfill cells, baler squeezings, and baler building washdown intofreshwater wetlands. Baler squeezings are liquids squeezed out of solid wasteduring the baling process. Baler washdown is water produced from washing thebaler building and washing the baler. No mixing zone has been requested orauthorized so the permittee is required to meet effluent limits at the end ofthe pipe. The treated leachate and baler wastestreams are discharged from anoutfall located at 57° 48’ 49” North Latitude and 152° 24’ 27” West Longitude.The discharge exits the treatment facility into wetland cells filled with rock.At the end of the wetland cells the discharge passes over a horizontal weir,then flows to the head of a natural freshwater wetland system. The freshwaterwetlands enter an unnamed creek, travel north to the coastline of Kodiak Island,and enter marine water in Monashka Bay. The distance from the outfall toMonashka Bay is approximately a half mile.

Tentative Determination:

DEC has tentatively determined to issue a discharge permitto the above listed applicant.

Public Comments:

Written comments or requests for a public hearing on theAPDES draft permit must be submitted within 30 days of the issuance of thispublic notice. Please direct written comments and requests to the attention of MelindaSmodey at the address or email identified above. All comments should includethe name, address, and telephone number of the commenter and a concisestatement of comment on the permit condition(s) and the relevant facts uponwhich the comment is based. Comments of either support or concern that aredirected at specific, cited permit requirements are appreciated. Mailed commentsand requests must be postmarked on or before the expiration date of thepublic notice.



DEC will consider all comments when making the final decision,and will respond to received comments in a Response to Comments document issuedwhen DEC issues a final permit. The Response to Comments will be made availableto the public.

 

Any interested person may submit a written request for apublic hearing if no hearing has already been scheduled. A request for a publichearing shall state the nature of the issues to be raised, as well as therequester's name, address and telephone number. DEC will hold a public hearingwhenever DEC finds, on the basis of requests, a significant degree of publicinterest in a draft permit. DEC may also hold a public hearing if a hearingmight clarify one or more issues involved in a permit decision or for othergood reason in DEC’s discretion.

 

DEC will transmit the final permit, fact sheet (amended asappropriate), and Response to Comments to anyone who provided comments duringthe public review period or requested to be notified of DEC final decision.
