Notice of proposal to issue Air Quality Minor Permit and renew Air Quality Control Operating Permit to the George M. Sullivan Generation Plant Two in Anchorage

The Alaska Department of Environmental Conservation (ADEC)proposes to issue Air Quality Minor Permit No. AQ0203MSS01 and renew AirQuality Control Operating Permit No. AQ0203TVP03 to the George M. SullivanGeneration Plant Two, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity:

George M. Sullivan GenerationPlant Two is a facility that produces electrical power and provides thatelectrical power to local markets via a high voltage transmission anddistribution system. The significant emission units at the stationary sourceconsist of four diesel engines and five combustion turbines.

 

Application:

As required by 18AAC 50, AML&P applied for a renewal operating permit for the George M.Sullivan Generation Plant Two. The owner or operator submitted an application onMay 29, 2013.

 

ML&P alsoapplied for a minor permit on February 5, 2014. The minor permit is classifiedunder 18 AAC 50.508(6) to revise terms and conditions of a Title I permit.ML&P requested an integrated review of the minor permit and operatingpermit renewal.

 

Emissions:

The potential annualemissions of regulated air contaminants at the facility are: 140 tons of particulatematter (PM-10), 5,165 tons of nitrogen oxides (NOX), 734 tons of sulfurdioxide (SO2), 212 tons of carbon monoxide (CO), and 33 tons of volatileorganic compounds (VOC). The total emissions of regulated air contaminants is 6,284tons per year.

 

Department Preliminary Review:

Based on review of theapplications, ADEC has drafted preliminary permit decisions for the George M.Sullivan Generation Plant Two.

Copies of ADEC’s draft operating permit and statement of basis,and preliminary minor permit and technical analysis report are available at ADEC’sAnchorage office, 619 E. Ship Creek, Suite 249, Anchorage, AK 99501 (907)269-7577.

 

Theadministrative record for this permit is available for review at the Anchorageoffice of ADEC during normal business hours, Monday through Friday from 8:00 AMto 4:30 PM.

 

The draft operating permit and statement of basis, and thepreliminary minor permit and technical analysis report are also available at ADEC’swebsite at: http://dec.alaska.gov/applications/air/airtoolsweb.

 

Opportunity for Public Participation:

Notice is also giventhat any interested person may present written statements relevant to the draftdocuments by the close of the public comment period. Written comments will beincluded in the record if received by close of the comment period. ADEC will considerall comments received and make any changes ADEC finds beneficial or necessaryto assure compliance with 18 AAC 50 or State Law. Any person may request apublic hearing and that hearing will be held if ADEC finds that good causeexists. ADEC will issue a final decision to issue or deny the permit after theclose of the public comment period. ADEC complies with Title II of theAmericans with Disabilities Act of 1990.
