Notice of Proposal to Issue an Air Quality Control Operating Permit to the United States Department of the Air Force, Eielson Air Force Base,

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Operating Permit No. AQ0264TVP02, Revision 2 to the Eielson Air Force Base, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity:                     
Eielson Air Force Base consists of an operational airfield, and includes support facilities comprised of residential housing, office buildings, gas stations, utilities, military police and fire departments, public schools, chapels, hospital facilities, retail stores, recreational facilities, and others.

Application:               
As required by 18 AAC 50, the United States Department of the Air Force (USAF) applied for an operating permit significant modification for the Eielson Air Force Base.  USAF submitted the application on August 12, 2014.  This public notice is for the draft significant modification only. The USAF is requesting that Emission Unit 5 be classified as a limited use boiler under 40 C.F.R. 63 Subpart JJJJJJ.

Emissions:                  
The potential annual emissions of regulated air contaminants at the facility are not affected by the significant modification.

Department Preliminary Review: 
Based on review of the application, ADEC has drafted a preliminary permit decision for the Eielson Air Force Base.

Copies of ADEC’s draft operating permit and statement of basis are available at ADEC’s Anchorage office, 619 E. Ship Creek, Suite 249, Anchorage, AK 99501   (907) 269-7577.

The administrative record for this permit is available for review at the Anchorage office of ADEC during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM.  

The draft operating permit and statement of basis are also available at ADEC’s website at: http://dec.alaska.gov/applications/air/airtoolsweb.  

Opportunity for Public Participation:
Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
