Notice of proposal to renew an Air Quality Control Operating Permit to ConocoPhillips Alaska, Inc. (CPAI) at the Alpine Central Processing Facility near Nuiqsut

The Alaska Department of Environmental Conservation (ADEC) proposes to renew an Air Quality Control Operating Permit No. AQ0489TVP01 to the Alpine Central Processing Facility, under Alaska Statutes 46.14 and regulation 18 AAC 50.

 

Applicant: ConocoPhillips Alaska, Inc. 700 G Street, PO Box 110360 Anchorage, AK 99510

 

Location: Alpine Oil Field, Colville River Delta 7 miles NE of Nuiqsut.

 

Activity: Crude Petroleum and Natural Gas Production

 

ConocoPhillips Alaska, Inc. (CPAI) applied for the renewal permit on March 21, 2008.

 

Emissions: The potential annual emissions of regulated air pollutants at the source will not exceed: 65 tons of Particulate Matter, 2,318 tons of Nitrogen Oxides, 181 tons of Sulfur Dioxide, 766 tons of Carbon Monoxide, and 81 tons of Volatile Organic Compounds.  The total emissions of regulated air pollutants is 3,411 tons per year.

 

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Alpine Central Processing Facility.

 

Available Information: Copies of ADEC’s draft Operating Permit and Statement of Basis are available at ADEC’s Juneau office, 410 Willoughby Avenue, Suite 303, Juneau, AK 99801, (907) 465-5105; and Anchorage office, 619 E. Ship Creek Ave. Suite 249, Anchorage, AK 99501 269-3071.

 

The administrative record for this permit is available for review at ADEC’s Anchorage and Juneau office during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.  Written comments will be included in the record if received before 4:30 p.m. September 19, 2014.  ADEC complies with Title II of the Americans with Disabilities Act of 1990.
