Notice of an Application for an Oil Discharge Prevention and Contingency Plan Amendment, Cook Inlet Energy LLC, North of Cook Inlet

An application for an Oil Discharge Prevention and Contingency Plan Amendment has been received by the Department of Environmental Conservation for review under Alaska Statute 46.04.030 and Alaska Administrative Code 18 AAC 75.  The details are as follows:

Proposed Activity:      
Amendment of the onshore Oil Discharge Prevention and Contingency Plan, supported by adequate resources, which demonstrates the applicant's ability to plan to address oil spill prevention and response measures for exploration drilling of the proposed Kroto Creek, Moose Creek, and Kahiltna prospects, and other potential future prospects in the area.  

Potential Results:                    
A potential risk of oil spills entering the lands or waters of the state exists from this operation.  

Location of Activity:The proposed exploration area for Kroto Creek and Moose Creek is approximately 41 miles north of the Cook Inlet located inland between the Deshka and Yentna Rivers.   The exploration area for Kahiltna is approximately 54 miles north of the Cook Inlet located inland approximately 2 miles east of the Kahiltna River.

State Contingency Plan Number 11-CP-5115, Cook Inlet Area Exploration Operations, Major Amendment. 

To provide comments regarding this application, write to Eugene Cataldi, Alaska Department of Environmental Conservation, Division of Spill Prevention and Response, Exploration, Production, and Refineries Section, 555 Cordova Street, Anchorage, AK 99501, by facsimile to (907) 269-7687 or to eugene.cataldi@alaska.gov.  The comment period opens August 22, 2014 and will extend for 30 days to September 22, 2014.  Requests for additional information must be received by September 15, 2014.  The comment period may be extended in accordance with 18 AAC 75.455.  Copies of the application and plan are available for public review at the department’s Anchorage and Fairbanks offices.

  
The department will hold a public hearing on the plan application if it determines that good cause exists.
