Notice of Application for an Oil Discharge Prevention and Contingency Plan, Royale Energy, Inc. Brooks Range Foothills area near the Kuparuk River and east of the Colville River

An application for an Oil Discharge Prevention and Contingency Plan has been received by the Department of Environmental Conservation for review under Alaska Statute 46.04.030 and Alaska Administrative Code 18 AAC 75.  The details are as follows:

Proposed Activity:                  
Royale Energy, Inc. has submitted an application for start of review of their Oil Discharge Prevention and Contingency Plan for Aki and Central Exploration Drilling Program, Alaska.

Location of Activity:               
Interior Alaska located in the Aki and Central Lease Blocks in the Brooks Range Foothills area near the Kuparuk River and east of the Colville River.

Potential Results:                    
A potential risk of oil spills entering the lands or waters of the state exists from this operation.

Activity identified as:              
State Contingency Plan Number 14-CP-5232.

To provide comments regarding this application, write to Eugene Cataldi, Department of Environmental Conservation, Division of Spill Prevention and Response, Exploration, Production and Refinery Section, 555 Cordova Street, Anchorage, AK 99501, by facsimile to (907) 269-7687 or to eugene.cataldi@alaska.gov. The comment period opens August 22, 2014 (1 day after public notice and reviewers have received their copy) and will extend for 30 days to September 22, 2014 (30 days from day 1, if the date falls on a weekend or holiday the next working day).  Requests for additional information must be received by September 15, 2014 (Day 25 from the day one date).  The comment period may be extended in accordance with 18 AAC 75.455.  Copies of the application and plan are available for public review at the department's office at the above listed address.

The department will hold a public hearing on the plan application if it determines that good cause exists.  Residents in the affected area or the governing body of an affected municipality may request a public hearing by writing to the Department of Environmental Conservation at the above address by within 30 days of publication of this notice.
