Activity: Hilcorp Alaska, LLC has
submitted an application for an Oil Discharge Prevention and Contingency Plan, which
demonstrates the applicant's ability to plan to address oil spill prevention
and response measures for production facilities at Milne Point, Endicott, and
Northstar in a central plan.
Potential
Results: A potential risk of oil spills
entering the lands or waters of the state exists from this operation.
Location
of Activity: The Milne Point Unit (MPU)
is 25 miles northwest of Greater Prudhoe Bay (GPB) and consists of a central
facilities pad with operations and processing facilities and 13 gravel pads
with production wells. Endicott is 15 miles east of GPB with production
facilities and various production pads. Northstar is a manmade island located
about 6 miles offshore of Point McIntyre. It consists of production facilities
and associated wells.

will extend for 30 days to September 15, 2014.
Requests for additional information must be received by September 8,
2014. The comment period may be extended
in accordance with 18 AAC 75.455. Copies
of the application and plan are available for public review at the Department’s
Anchorage and Fairbanks offices.
The
Department will hold a public hearing on the plan application if it determines
that good cause exists. Residents in the affected area or the governing body of
an affected municipality may request a public hearing by writing to the
Department of Environmental Conservation at the above address prior to
September 15, 2014. The State of Alaska,
