Notice of proposal to issue Air Quality Control Operating Permit to the Doyon Utilities, LLC Fort Wainwright (Privatized Emmission Units)

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Operating Permit No. AQ1121TVP02 to the Fort Wainwright (Privatized Emission Units), under Alaska Statutes 46.14 and regulation 18 AAC 50.

Applicant: Doyon Utilities, LLC

                3 miles southeast of Fairbanks, AK 

Activity: Provides utility services to the military base at Ft Wainwright, AK.

Application: June 3, 2013 

Emissions: The potential annual emissions of regulated air pollutants at the source will not exceed: 136 tons of Particulate Matter, 1,497 tons of Nitrogen Oxides, 1,765 tons of Sulfur Dioxide, 843 tons of Carbon Monoxide, and 9 tons of Volatile Organic Compounds. The total emissions of regulated air pollutants is 4,279 tons per year.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Fort Wainwright (Privatized Emission Units).

Available Information: Copies of ADEC’s draft Operating Permit and Statement of Basis are available at ADEC’s Juneau office, Air Quality Division, 410 Willoughby Avenue, Juneau, AK 99801, (907) 465-5124. 

The administrative record for this permit is available for review at ADEC’s Juneau office during normal business hours, Monday through Friday from 8:00 AM to 4:30 PM.

Opportunity for Public Participation: Notice is also given that any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
