Notice of Preliminary Decision to Approve Alaska Power and Telephone's Application for an Air Quality Control Minor Permit for the Haines Power Generating Station

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Alaska Power & Telephone (AP&T) application for Air Quality Control Minor Permit AQ0226MSS01 for the Haines Power Generating Station. Additionally, ADEC proposes to issue a significant revision to the Title V operating permit using the integrated review procedures described in 18 AAC 50.326(c)(1).

Activity:         
AP&T’s application is classified under 18 AAC 50.508(6) to revise electrical power generation limits and under 18 AAC 508(5) to establish owner requested limits for nitrogen oxides (NOx).

Emissions Increase:  
10 tons per year (tpy) NOx, 25 tpy carbon monoxide, 3 tpy particulate matter, 9 tpy sulfur dioxide, and 3 tpy volatile organic compounds.

ADEC Preliminary Review:
Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation:
Notice is also given that any interested person may present written statements relevant to the draft documents within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
