NOTICE OF PROPOSED CHANGES IN THE REGULATIONS OF THE BOARD OF NURSING

Brief Description
The Board of Nursing proposes to update various regulations addressing licensure and certification requirements, initial authorization, practice roles, focus, and prescriptive authority of advanced nurse practitioners (ANPs), update definitions to change the identification of certified registered nurse anesthetists (CRNA), change continuing education requirements, provide an additional crime as grounds for denial for criminal history, change the requirements for certification by examination and endorsement for certified nurse aides (CNAs), change the requirements for CNA training programs, and change provisions for delegation of the administration of injectable medication by ANPs.

The Board of Nursing proposes to adopt regulation changes in Title 12, Chapter 44 of the Alaska Administrative Code, dealing with licensure requirements, ANP role and population focus, authorization, prescriptive authority, temporary and nonrenewable permits, continuing education, grounds for denial for criminal history, CRNA, certification requirements, CNA training program, application for training program approval, training program pass rate, and delegation of the administration of injectable medication, including the following:

1.   12 AAC 44.305, License by endorsement,
is proposed to be changed to alter the requirements for nursing license by endorsement.

2.   12 AAC 44.315,
License renewal, is proposed to be changed to add the title “certified” to the currently titled registered nurse anesthetist as the certified registered nurse anesthetist or CRNA.

3.   12 AAC 44.380, Advanced nurse practitioner role and population focus, is proposed to be changed to alter the provisions related to ANP role and population focus.

4.   12 AAC 44.400, Requirements for initial authorization, is proposed to be changed to alter the requirements for initial authorization to practice as an ANP.

5.   12 AAC 44.440, Prescriptive authority, is proposed to be changed to alter the continuing education requirements for renewal of an ANP prescriptive authority.

6.   12 AAC 44.450, Temporary and nonrenewable advanced nurse practitioner permits, is proposed to be changed to alter the requirements for temporary and nonrenewable ANP permits.

7.   12 AAC 44.610, Continuing education requirements, is proposed to be changed to alter the provisions related to the established credential evaluation organizations.

8.   12 AAC 44.705, Grounds for denial for criminal history, is proposed to be changed by adding a basis for denial, suspension, or revocation of a license or certificate.

9.   12 AAC 44.770, Unprofessional conduct, is proposed to be changed to add the title “certified” to the currently titled registered nurse anesthetist as the certified registered nurse anesthetist or CRNA.

10.   12 AAC 44.785, Reinstatement of a revoked license or authorization, is proposed to be changed to add the title “certified” or “advanced” to the currently titled registered nurse anesthetist or nurse practitioner.

11.   12 AAC 44.800, Certification by examination, is proposed to be changed to alter the requirements for nurse aide certification by examination.

12.   12 AAC 44.805, Certification by endorsement, is proposed to be changed to alter the requirements for nurse aide certification by endorsement.

13.   12 AAC 44.830, Application for training program approval, is proposed to be changed to alter the provisions relating to applicant seeking to establish a CNA training program approval.

14.   12 AAC 44.858, Training program pass rate, is proposed to be changed to alter the provisions relating to the letter of concern or warning to approved CNA training program.

15.   12 AAC 44.966, Delegation of the administration of injectable medication, is proposed to be changed to alter the provisions relating to delegation of the administration of injectable medication, and to further define terms used in this section.
